WOBURN — January 28, 2026 — Woburn council taps stabilization fund for $1.4 million project, approves landscape supply relocation permit. Finance official Charlie told the council a bond issuance for $1.4 million would generate $113,000 to $138,000 in upfront fees plus roughly $30,000 per year in interest, making the stabilization transfer the cheaper option; Woburn's stabilization account holds approximately $16 million, well above required thresholds. The Personnel Committee, chaired by Councilor Jeff Dillon, unanimously confirmed the reappointment of Timothy Jay to the Commission on Disability and the appointment of Jared Fallo — a former Woburn police officer and Clean Energy Committee member — to the License Commission, filling the seat vacated by 20-year member David Gilgun. The Special Permits Committee voted 4 to 1 to approve a special permit for Site One Landscape Supply to relocate to 316 Main Avenue after 14 years at its prior location, with 14 conditions including a requirement that the petitioner comply with any order of conditions from the Conservation Commission, whose hearing is set for February 26; the lone dissenting member said she would not vote without the conservation findings in hand.
