Select Board · Meeting of October 6, 2026
Woburn City Council approved a nine-unit special permit for 21 Warren Avenue and heard a lengthy substance use update. The council unanimously granted NHC Realty's amended permit, sponsored by the Cummings Foundation, after amending a pest-control condition to cover "all" rodent control locations rather than just exterior ones. Architect Michael Avini said the redesign followed three rounds of neighborhood and department-head input, adding stormwater capacity and bay windows while eliminating a third-floor connector.
Substance Use Coordinator McKenzie told councilors her office has secured "almost a half a million dollars" in grants, that a police-embedded social worker fielded 84 crisis calls between April and August, and that average annual overdoses, 56 in 2023-2024, have "almost been cut in half" under the city's naloxone program. The council also continued three Eversource Energy utility petitions to October 20 and a fire-damage nuisance hearing at 46 Ridge Circus to November 17.
