Select Board · Meeting of September 15, 2026
Woburn's City Council approved a special permit for a new three-family house at 20 Franklin Street. The council voted 6-3 on the permit with 14 conditions, with Councilors Dylan, Bruin and Popolato opposed. Attorney James Giuliano said water pressure tested at 72 psi, and opponents argued the three-family status lapsed in the 1980s.
Councilor Demers said a no vote could still yield three units through a two-family with an accessory unit by right. The council also continued the Cummings nine-unit senior housing hearing to Oct. 6 and the 33 Green Street nuisance hearing to Oct. 20, and heard an Eversource presentation on 41 planned manholes.
