WOBURN — The Woburn Conservation Commission approved a wetlands delineation order for a Russell Court property while declining to settle whether part of the site lies within a state-mapped Outstanding Resource Water watershed tied to Horn Pond. Engineer Mark Schlager of Allen Engineering argued Horn Pond is a Class B warm-water body, not an ORW, while peer reviewer Devin Taper of Lucas Environmental recommended the commission note the mapped designation and seek written clarification from MassDEP. The board adopted compromise language stating the site "is shown on Mass Mapper" within the watershed without making a final ORW finding, deferring the question to any future permit filing.
Commissioners also continued hearings for a TJX Companies project on Commerce Way and a Burlington Street addition to September 10, approved a certificate of compliance for Site One Landscape Supply, and opened discussion on repairing two deteriorating bridges, including the O'Connor Bridge, after fielding complaints from more than a half dozen residents.
